We cannot expect to maintain the efficiency of the Chinese Staff, if we reduce their salaries at a time, when on account of increased cost of food and lodging, the Government is raising the salaries for such junior appointments as Sergeant Interpreters to the Police Force.

B. My second suggestion to improve the efficiency of the Chinese staff is to recommend the appointment of six instead of three Articled Pupil Teachers.

The expense of one of these three Pupil Teachers would be defrayed out of the item Temporary Chinese Assistant, $300. His salary would be $120 to $180, and the difference would only be drawn when, as provided in C.S.O.2483 of 1897, there should be 22, instead of 21, classes.

In 1900 therefore there would be only $240 for two extra Pupil Teachers chargeable, but subsequently their maximum $360 would be reached.

The Table opposite shows that this month, there are eight junior teachers, five of whom are below the rank of Articled Pupil Teachers. In January, I propose to keep one of these vacant as the Annual Examination will occupy the last three weeks of Term.

These five men are liable to frequent change, the evil on account of which I recommended the abolition of Monitors. G.S.O.3483 of 1897.

If after observation of their ability to teach, three more Articled Pupil Teachers were appointed, we should have reliable men, on the spot, ready to take up the acting appointments that occur frequently, almost constantly, in an institution.
